Frank Carter Obituary



CARTER FRANK M. CARTER Peacefully on January 22, 2009 at the Fairfax Nursing Center in Fairfax, VA. Mr. Carter was born September 12, 1924 in Clarksville, IA to the late Frank A. and Rosa M. Carter. He was a U. S. Army Veteran serving in the 11th Airborne Division as a paratrooper during WWII, and a graduate of the University of Iowa's School of Law. The first Commissioner of Revenue for the City of Fairfax after it's Charter in 1961, and an Attorney practicing law in the City of Fairfax and surrounding areas for 35 years. Mr. Carter is survived by his devoted wife of 51 years Roberta G. Carter; one son, Frank Graham (and wife Meg) Carter; one daughter, Anne Lindsay Carter (and husband James) Lillard; and four granddaughters, Lindsay, Catherine, Mary Stuart, and Hannah. Funeral services for Mr. Carter will be conducted at 2 p.m. Tuesday, January 27, 2009 at Truro Church,10520 Main Street, Fairfax, VA 22030, with interment to follow in the Fairfax City Cemetery. In lieu of flowers, memorial contributions may be made to Capital Hospice, Attn. Development Office, 6565 Arlington Blvd., Suite 500, Falls Church, VA 22042.
